Yes: there are many offline jobs that we can find at freelance sites. In the data entry category, there are many different types of jobs that are available to do offline.
Freelance sites are like online jobs market where we can find work that we can do at home via internet. Some of these jobs require us to work on the internet via our PC. For example: a person may want us to collect URLs of websites that deals with “online shopping for kids stuff”.
For this job, one needs to surf the internet: and use of search engines like Google, Yahoo and MSN to find the required websites. Actually, we may just search for an online directory that will have a separate section for kids shopping related websites. At such directories, we can easily find multiple sites that fall under the category of sites that we are looking for.
The reason why the buyer may needs this information can vary: may be the buyer wants to do some shopping for his children but in order to do this he needs a list of at least 100 shopping related websites: so that he can decide which site is best.
The buyer may want a list of such sites in order to pick the best site or to pick the one that has the cheapest prices or may be buyer is looking for some other difference among all the listed sites.
Anyway, the main point here is that: for such work one need to have a PC [which, obviously everyone will have] and an internet connection is needed. Without the internet, this job cannot be done.
On the other hand: there are many jobs for which we need no internet connection. Obviously, in order to deliver the completed work to the buyer or to communicate with the buyer during the work or for any other reason, one will need to connect to the internet.
But the work itself [basically] does not require any internet connectivity.

One of the simplest jobs to get is “typing”. There are many different types of typing jobs some may require internet connectivity where others may not.
In many projects, one needs to type simple content from PDF files or from images, into word documents. So for this kind of work, one just has to download the required files from the internet and once the download is completed, the person can then start to type the required content. During this work, no internet connectivity is needed.
